The article proposed for the Marijuana Stocks May 1 Town Meeting would implement an 18-month zoning delay. This bylaw, if adopted, would put a moratorium on any zoning articles that could be opened for any recreational facilities in Hanover, said Town Planner Peter Matchak. Mass Organic Therapys location, at 2001 Washington St., could open as early as June. While the ballot question passed by the state in November did provide for medical dispensaries to potentially convert to recreational retail facilities, Mass Organic Therapy’s agreement with the town prevents such a conversion. A moratorium would givetown officials more than a year and a half to adjust and plan based on the final law crafted by the state legislature, and Matchak said its the best way to prepare for what might come. West Bridgewater was the first town in the state to adopt a moratorium, a move that has been approved by State Attorney General Maura Healey.
